In my country -Fucking Spain-, it is strictly forbidden to take photos of the policemen’s faces, just in case you want to use it to harm them later. So if any policemen see anybody taking pics at them, they will kick the shit out of you, maybe arrest you and torture you at the policemen office. This doesnt’ happen, of course, with mass media photographers, who are well known.

Japanese police do have SWAT Team. They have different name, though. I’ve seen article about them in Japanese magazine ARMS. (Wargame magazine)I think maybe they are Border Patrol, because it shows them practicing to board a large ship. (Maybe a terrorist capture?)

In case anyone wanted to know, I think that white stick was a jo; that is, a short staff made of japanese white oak. In a situation where the JRP need to force the rioters backwards, each member of the force would be armed with one of those staffs. They’ll have been trained in ‘jodo’, and will use a technique called honte-uchi to advance in line.
Believe me, guns are not needed to scare rioters when you’ve got a line of jodo practitioners advancing in step towards you. Unless of course, the rioters happen to be armed with firearms of their own. :p
